Granite Bay permits go through the county
Granite Bay is unincorporated, so there is no city building department. Plans go to Placer County, and that is a different counter, a different queue and a different set of reviewers than a job five miles away inside Roseville or Folsom city limits.
It is not harder, but it is its own process, and it is one of the reasons the permit set matters so much. A drawing package that answers the reviewer's questions the first time is the difference between one submittal and three. We handle the submittal as part of the job rather than handing you a set of plans and a counter address.
What a remodel costs here
We are not going to print a number on this page. It runs in four phases: design and budget development, then material and finish selection with 3D renderings, then the full construction documentation including structural engineering and Title 24, and finally one proposal carrying the scope, the schedule, the allowances and a fixed price. Eight to sixteen weeks depending on complexity. It is slower at the front than a contractor who measures once and hands you a number, and that time is exactly what makes the price and the schedule hold.

Both are in the room for the first walkthrough. The practical effect is that the people drawing your remodel and the firm responsible for building it are the same, so a detail that cannot be built for what it was drawn to cost gets caught while it is still a drawing.

Is the construction price fixed?
The construction contract is a fixed price, and it is fixed because of everything settled before it is written. Allowances and exclusions are spelled out in the same document rather than left vague. If you change your mind about something mid-build that is a change order, but they stop being the routine monthly surprise they are on a job priced off incomplete drawings.
